The descriptions apply to the printing of pictures from film negatives – the traditional method, predating digital processing.
1. A “specialist printer” most likely refers to the enlarger operator (a person). I don’t think such persons were ever referred to as developers and anyway developer is the fluid used for developing the film. You didn’t need both an enlarger and a printer so with the enlarger already there, the printer, as a machine, must be absent
2. I basically agree with your interpretation – over-printing of something else. It could also be a “ghost” image for example.

1.) The “specialist printer” is in reference to the actual individual in the darkroom using the enlarger. The idea is that almost anyone can develop a negative and make a print, but only a specialist knows how to tweek and fine-tune the image. Do you go to have your film “developed” or go to have “prints made”? It’s just how the author chose to refer to the person performing the process.
I can’t help you with what “printing-in” is. I’ve never heard the term before and can’t find any reference to it. Sorry.

I think the “specialist printer” is just a guy with old-school skills working with photographic film. It is just another way of saying professional photo developer, meaning a professional would know how to develop and print too. Those guys are really good, and produce custom modified images. But this new hardware will produce the same results without using the darkroom or enlarger. Probably the hardware is just a PC running Photoshop, attached to a color printer. I have no idea what printing-in means, your explanation that it means adding text sounds correct to me.
